Every Animal Counts

Given broad concern for animal well-being and involved groups of animal advocates, the Los Angeles Department of Animal Services (Animal Services or Department) has historically received a lot of public interest. Charged with enforcing laws regulating the care, custody, control and prevention of cruelty to animals, the Department must provide timely, accurate, and reliable data to successfully engage interested parties and improve animal care and control programs. Failure to do so erodes confidence and can put citywide animal control and welfare programs at risk.

The overall objective of this audit was to evaluate the completeness, relevance and reliability of Animal Services’ publicly reported data by evaluating the appropriateness of data sources used, and assessing the adequacy of Department processes for data collection.
